For new-passport document review, come Monday to Friday during the 8 AM to 12 PM filing window. DS-11 applications must be executed in person at an authorized passport acceptance facility before the sealed package can be submitted for eligible expedited service.

Who qualifies for a new passport
To obtain a New or First Time Passport you must meet one of the following requirements:
- You are applying for your first U.S. passport.
- Your previous U.S. passport was issued when you were under age 16.
- Your previous U.S. passport was issued more than 15 years ago.
If your previous passport was issued within the last 15 years and you were 16 or older, you qualify for renewal instead, which is a simpler process.
How the in-person filing works
Once you visit the Arlington office and have all the supporting documents, you must appear in person at a Passport Acceptance Facility and get a sealed package. This sealed package needs to be dropped at our office to start the process.
When making your appearance, you will pay a Government Fee and a separate execution fee. They will put all of your documents including your check and original documents in a sealed package, and hand it back to you.
U.S. Department of State application fees for DS-11 are paid by check or money order payable to “U.S. Department of State.” The separate $35 acceptance fee is paid to the passport acceptance facility using the payment methods that facility accepts.

The government fee goes to the U.S. Department of State, the service fee to Sameday Passport & Visa Expedite Services for expediting, and FedEx return shipping is optional.

Department of State application fees for DS-11 are paid by check or money order payable to “U.S. Department of State.” The $26.87 optional 1–3 day return-delivery fee applies to passport books only, not passport cards. Emergency and limited-validity cases depend on the required form.
Sameday Passport & Visa Expedite Services also lets you pay everything by debit card, cash or check and will obtain the money order for an additional fee of $10.00.

Shipping, and how to avoid the charge
Return shipping is optional; Sameday Passport & Visa Expedite Services only returns passports using FedEx.
- Include a prepaid return air bill and you will not be charged.
- Provide a FedEx account number and the office will generate the air bill, with a $5 fee added to your work order.
- Or collect the passport in person at Suite 108 on N Cooper Street.
Government fees + Sameday Passport & Visa Expedite Services expedite fees + return FedEx shipping fees = total fees.
