Who qualifies for a new passport

To obtain a New or First Time Passport you must meet one of the following requirements:

  • You are applying for your first U.S. passport.
  • Your previous U.S. passport was issued when you were under age 16.
  • Your previous U.S. passport was issued more than 15 years ago.

If your previous passport was issued within the last 15 years and you were 16 or older, you qualify for renewal instead, which is a simpler process.

How the in-person filing works

Once you visit the Arlington office and have all the supporting documents, you must appear in person at a Passport Acceptance Facility and get a sealed package. This sealed package needs to be dropped at our office to start the process.

When making your appearance, you will pay a Government Fee and a separate execution fee. They will put all of your documents including your check and original documents in a sealed package, and hand it back to you.

Government fees can be paid via checks (personal, certified, cashier's, traveler's) and money orders payable to “U.S. Department of State”. Credit and debit cards cannot be accepted. Execution fees can be paid via personal checks, money orders and credit or debit cards.

How to apply

Complete the online application
Fill in the DS-11 online form before you come in. Do not sign the application until instructed to do so. You must provide a Social Security number, if you have been issued one, in accordance with 22 U.S.C. 2714a and 22 C.F.R 51.60(f).

Proof of U.S. citizenship
You must submit one of the following, as an original or certified copy. Photocopies and notarized copies are not acceptable: a fully valid, undamaged U.S. passport (may be expired); a U.S. birth certificate issued by the city, county or state of birth listing your full name, date and place of birth and your parents' full names, filed with the registrar's office within one year of birth, with the registrar's signature and the seal of the issuing authority; a Consular Report of Birth Abroad or Certification of Birth; a Certificate of Naturalization; or a Certificate of Citizenship.

You must present one of the following: a fully valid U.S. driver's license; a fully valid, undamaged U.S. passport (may be expired); a Certificate of Naturalization or Citizenship; a government employee ID (city, county, state or federal); a U.S. military ID or military dependent ID; a valid foreign passport; or a Matricula Consular, commonly used by the parent of a U.S. citizen child applicant.
Flight itinerary
If you have a copy of your flight itinerary or ticket, please include it. If you do not have a travel itinerary or a ticket, that is okay.
Passport photos
Passport photo services are available at the Arlington office. Photos must be 2″ x 2″ on a white background, and must not be older than one month.
Changed your name due to marriage or divorce?
In the event that you changed your name due to marriage or divorce, you will need to bring in a certified copy of your marriage certificate or a court decree that shows your name change.

Government expedite fees must be paid by cashier's check or money order, payable to “US Department of State”. Emergency replacement and limited validity replacement passports depend upon application type.

Return shipping is optional; Sameday Passport & Visa only returns passports using FedEx.

  • Include a prepaid return air bill and you will not be charged.
  • Provide a FedEx account number and the office will generate the air bill, with a $5 fee added to your work order.
  • Or collect the passport in person at Suite 108 on N Cooper Street.
